This publication was prepared within the Project “Support to Transforming the Kaliningrad Oblast into a Pilot Region of Russian-EU Cooperation” under the EastWest Institute’s Regional and Transfrontier Cooperation Program. It extends the line of studies on territories with special economic regimes, conducted from 1993 at the Centre for Growth Poles and FEZ of the Institute of Economics.
