- The Draft resolution does not impose quantitative restrictions on production of vehicles in Kaliningrad region and on their relocation (“export”) to the customs territory of mainland Russia.
The document regulates the possibility of applying customs duties privileges upon relocation to the customs territory of mainland Russia of more than 10 thousand vehicles a year, manufactured in Kaliningrad SEZ without resorting to welding and painting of vehicle bodies in technological process.
Thus, the Draft resolution submitted to the Government of Russia is aimed at establishing conditions for equal competition on the whole territory of the Russian Federation, namely – for production throughout complete technological cycle, which includes welding, painting and assembling of bodies.
For information: RF Ministry of Industry and Energy and Ministry of Economic Development and Trade elaborated and submitted to the Government of the Russian Federation Draft Resolution “On making amendments in the list of simple assembling and other operations, implementation of which does not substantially change the qualities of products and does not meet the criteria of sufficient processing of products originating on the territory of the Special Economic Zone in Kaliningrad region”, approved by RF Government Resolution No.184 of March 31, 2006.
