OLN: Kaliningrad residents can apply for French visas in Kaliningrad

"Strana Kaliningrad” newspaper. Starting September 1, 2008 Kaliningrad residents willing to apply for a French Shengen visa can do so in the German consulate.  According to Mr. Guido Hertz, Consul General of Germany in Kaliningrad, these visas will cost 35 euros and will be issued within 3 days from the date of application.
