The research was published in October 2003. This publication was prepared within the Project “Support to Transforming the Kaliningrad Oblast into a Pilot Region of Russian-EU Cooperation” under the EastWest Institute’s Regional and Transfrontier Cooperation Program.

Kaliningrad, both the city and the Oblast, is these days receiving a lot of attention from international circles. The Russian Federation has been actively raising the awareness of European institutions about the peculiar situation of the region, separated by mainland Russia and surrounded by land by two countries, Lithuania and Poland, soon-to-become members of the European Union.

The book provides recommendations to a wide range of actors on how to approach the Kaliningrad challenge in a proactive manner. It starts by presenting a policy paper which was drafted by a group of Kaliningrad experts from eight countries. The Paper is then complemented by 14 issue-oriented chapters which provide in-depth reasoning on the suggestions made by the group.

The report was published in February 2003. The report contains summary of the reports, the remarks given during the open discussion and also the final document – the resolution of the international conference “Investments to the North-West of Russia: Kaliningrad perspective” held in Kaliningrad on October 25-26, 2002.
